The Workforce Behind the Rapid Expansion of Artificial Intelligence

The rapid expansion of artificial intelligence is creating an unexpected demand for workers whose jobs are far removed from software development. As technology companies build large data centers to support their AI operations, they increasingly need electricians, carpenters, technicians, and other skilled construction workers capable of building and maintaining the physical infrastructure behind these systems.

This growing demand is changing the labor needs surrounding the technology industry. Companies that traditionally competed for engineers and other highly specialized technology professionals are now also investing directly in workforce training programs designed to increase the number of skilled tradespeople available for their projects. The result is a new connection between the growth of artificial intelligence, construction, and technical education.

Building the Infrastructure Behind Artificial Intelligence

Artificial intelligence requires significant physical infrastructure. The expansion of data centers has therefore created a construction boom that depends on workers with specialized technical skills. Electricians, carpenters, and other tradespeople are needed to construct and prepare these facilities, making their availability increasingly important to technology companies.

The scale of this demand has encouraged major companies to become directly involved in workforce development. Rather than relying exclusively on the existing pool of qualified workers, technology companies are supporting training initiatives intended to increase the number of people who can enter these occupations.

Google, for example, is supporting a $50 million initiative involving the International Brotherhood of Electrical Workers and contractors. The program seeks to increase annual apprenticeship enrollment in certain locations from approximately 19,500 to 30,000 over a three-year period. A separate $100 million initiative connected to BlackRock is also intended to expand training for skilled workers supporting data center construction in Texas.

Meta has taken a similar approach. The company committed $115 million during the first year of a training program expected to begin with approximately 5,000 participants. The program includes an initial four-week training period, with transportation and accommodation covered, followed by work on data center projects with the company’s contractors.

These initiatives demonstrate the extent to which the expansion of AI infrastructure is influencing workforce development. The companies are not simply looking for workers who already possess the necessary skills. They are helping create pathways through which more people can enter the trades needed to support the construction of their facilities.

A Growing Competition for Skilled Workers

The demand created by data centers is also producing competition for workers who are already employed in other areas of construction. The number of electricians, carpenters, and other skilled tradespeople cannot increase immediately simply because demand has increased.

Higher compensation associated with data center projects is encouraging workers to move toward these developments. An analysis cited by The New York Times found that installation and maintenance positions associated with data centers were paying hourly wages approximately 42 percent higher than comparable jobs in other sectors.

For workers, the difference can make data center projects particularly attractive. For other areas of construction, however, the effect can be more complicated. Workers moving toward higher-paying technology infrastructure projects may no longer be available for residential construction, commercial projects, or other types of infrastructure.

This creates a situation in which the growth of one part of the construction industry can place pressure on other segments. The challenge is not simply creating more jobs. It is ensuring that there are enough qualified workers to meet the growing demand across different types of projects.

The rapid expansion of data centers is therefore changing the distribution of skilled labor. Contractors working on these facilities can compete for the same workers needed elsewhere, particularly in locations where large technology projects are being developed.

For the construction industry, this creates a difficult balance. Data centers represent an important source of activity at a time when other areas of construction have faced weaker conditions, but their expansion also increases competition for labor and other resources.

Training Workers at Different Speeds

The effort to increase the skilled workforce has created another important issue: how quickly workers can be trained.

Traditional apprenticeship programs can take several years and provide workers with extensive practical experience. The newer programs supported by technology companies are designed to respond more quickly to immediate demand. Meta’s four-week initial training program, for example, is intended to prepare participants to begin working on data center projects with contractors.

There is an important distinction between these approaches. A short training program can introduce workers to the requirements of a particular project and provide a rapid pathway into employment, but it does not necessarily provide the same breadth of experience as a traditional apprenticeship lasting several years.

The difference matters because skilled trades require practical knowledge developed through repeated experience. Electrical work, construction, and related occupations involve a range of situations that cannot necessarily be covered through a short introductory program.

For this reason, the initiatives described in the report are not simply replacing traditional training systems. They are creating additional pathways into the workforce while responding to an immediate shortage of qualified workers.

Technology companies have also worked with unions and other organizations to expand these pathways. OpenAI, for example, has committed to working with unions to provide workers for its projects. These relationships allow companies to connect large infrastructure projects with existing systems for training and employment.

The approach reflects a broader challenge created by the speed of AI infrastructure development. Data center projects can advance quickly, while developing highly experienced skilled workers takes substantially more time. Training programs therefore have to address immediate labor requirements while still contributing to longer-term workforce development.

Communities, Workers, and the Future of the Boom

The growing involvement of technology companies in workforce training also has a community dimension. Large data centers can generate concerns within the communities where they are built, and companies are seeking relationships with local organizations and labor groups as these projects expand.

The report describes partnerships involving technology companies, construction unions, community organizations, and business groups. Meta, for instance, has worked with organizations including the National Urban League and the U.S. Hispanic Chamber of Commerce as part of its workforce initiatives.

These relationships can provide communities with access to employment opportunities while helping companies establish stronger connections with local workers and organizations. Construction unions can also have an interest in supporting projects that create opportunities for their members.

At the same time, the availability of well-paid construction jobs does not eliminate concerns about data centers themselves. Some workers have questioned the broader effects of these facilities and the resources they require. The report includes the perspective of a trainee who sees a potential conflict between the employment opportunities associated with data centers and concerns about their impact on communities.

This illustrates a more complicated reality surrounding the workforce expansion. The creation of new jobs can provide meaningful opportunities, but workers and communities may still have questions about the infrastructure those jobs are helping to build.

There is also a longer-term question surrounding the current construction surge. Data centers require large numbers of workers during their construction, but once facilities are completed, the number of people needed to build them naturally declines.

This raises uncertainty about what happens to the workers being trained and recruited specifically to meet the current demand. Some may be able to move into other areas of construction, including residential projects, industrial facilities, pharmaceutical facilities, nuclear plants, or other types of infrastructure. But the report raises the possibility that the market may not always have enough alternative projects to absorb everyone who enters the workforce during the current expansion.

The issue is particularly relevant because the current demand is being driven by an extraordinary period of data center construction. If the pace of new projects eventually slows, the workforce created to support that expansion will need other opportunities.

For now, however, the rapid development of artificial intelligence is producing an unusual labor requirement. The technology industry needs not only people who can develop AI systems but also workers who can build the facilities in which those systems operate.

Electricians, carpenters, and other skilled tradespeople are consequently becoming an important part of the infrastructure supporting the AI expansion. Technology companies are responding by investing in training, partnering with unions, and creating faster pathways into construction-related occupations.

The situation also demonstrates why the growth of a technological industry can have consequences far beyond traditional technology jobs. The infrastructure required to support artificial intelligence depends on physical work, specialized technical knowledge, and a workforce capable of constructing complex facilities.

At the same time, the current demand creates challenges that cannot be solved simply by offering more jobs. Skilled workers must be trained, existing workers may be drawn away from other construction projects, and accelerated programs must coexist with traditional apprenticeship systems that require substantially more time.

The longer-term outcome remains uncertain. If the construction of data centers eventually slows, the workers who entered these programs will need opportunities beyond the current wave of technology infrastructure. Whether that transition occurs smoothly will depend in part on how effectively their skills can be applied to other construction and infrastructure projects.

For the moment, the expansion of artificial intelligence is producing a labor market reality that may be less visible than the demand for programmers and engineers but is equally important to the physical development of the technology. Behind the growth of AI are buildings, electrical systems, construction projects, and the skilled workers required to make them possible.
